About

The Inter-Parliamentary Union (IPU) established in 2018 the Centre for Innovation in Parliament (CIP) to promote knowledge exchange between parliaments around the world on the topic of innovation. The Open Data hub is hosted by the Chamber of Deputies of Brazil and, by now, includes 12 parliaments. Currently the hub’s main project is the Inter-Parliamentary Open Data Cloud, which aims to build a platform to access legislative documents from multiple jurisdictions. It considers automatic translation of bills and laws from each original language to English, so legislation from multiple countries can be viewed in a single language. The main product is a website with the following functionalities:

  • Search engine to get bills and laws about a specific subject;
  • Open data about bills and laws available to the society;

Dashboards will be built to enable users to get quick and easy access to the topics in which they are interested. Participating parliaments host and manage their open data according to a unified model. A first Proof of Concept website is available to demonstrate that it is possible to search English translations of legislative documents from five parliaments: Brazil, Canada, Estonia, Spain and the European Parliament. More participating parliaments will mean more data, more sophisticated tools, and more value for MPs proposing new bills and researchers working on comparative legislation. You can see an overview of the project in the following video and next, a schedule of the project.
